In a state, a person is expected to meet the requirements of the government. If the system does not matter to them, they may be declared a bad citizen and treated as the source of social disorder
The deeper question is not simply who is called a parasite. It is whether a person is contributing to the life of the system they inhabit or only consuming what others maintain
