People are governed by persons, not by an impersonal government. If the person is complete, the government can become complete. If the person is corrupt, the government becomes a fiction that hides the real source of decisions
This is a law of nature: a system carries the qualities of the consciousness that directs it. Change the visible structure without changing the person, and the same disorder will return in another form
